Not much is known about the leader of the Bey-Mantra tribe of the Bey-Sib. What is known is that she know contols be far the largest fighting force in Sactuary. In over two months there have been no signifigant threats to stop the defacto rulers of Sanctuary.

Very little is known about the 75 pairs of warriors known as the Sacred Banders. Followers of the Rankan war god Vashanka, the Sacred Banders sacked Jubal's compound and have taken it over. Now they have made it their mission to hunt down the remnents of Jubals force, a job at which they are having mixed success.
With the comming of the Bey-sib the Sacred Banders have continued to be a force of law and order in Sactuary, and even the Bey-sib troops show respect to them

Rumored to be the second or third most powerful wizard in the world, Enas Yorl has resided in Sanctuary for over 100 years. In the past, he has occasionally gotten involved in local politics, usually through others. Enas Yorl is said to suffer from a curse that continually makes his body and face change form.
There are rumors on the streets that Enas is beginning to take a closer look at Sanctuary politics, although he has yet to take any sides, but with the current turmoil, it appears Enas Yorl is being smart and taking no sides.

As Madame of the Aphrodisia House, the largest house on the Street of Red Lanterns, Myrtis is the queen of prostitution in Sanctuary. Herself a former prostitute, Myrtis has helped keep most of the houses in the hands of other former prostitutes. She has gone up against crime lords, governors, and other houses, always coming out ahead. She uses magic to keep herself young, so she only appears to be about 30.
The the Bey-sib came a flood of money to all areas of Sanctuary, including the Street of Red Lanterns. Myrtis has used this money, along with her personal holdings to increase her business interests in Sancturay.

Age: 30?
The first magical refugee of the increasing tension in Niblis and along the Wizardwall, Ischade is often referred to as the "Niblisi Witch." Many people were at first entranced by her personality and the fact that she is a Niblisi, rumoured to be powerful sorcerers. Now peopleare truely impressed by the fact that she proved herself greater than any mage in the Mage Guild.
She often walks the Maze at night. She at first lived in a house on the river, south of the Maze, just south of the bridge, although she has now moved into a new house on the river to the north of town. The talk of war on the WizardWall has given Ischade a mysterious, powerful quality.

One of the many aspects of Ranke that Prince Kadakithus has tried to install in Sanctuary is a MageGuild. All major cities in the Rankan empire have some sort of organization of Mages. The MageGuild is starting to take off in Sanctuary, with 15 of 40 full members being natives. However, none of the top three mages in Sanctuary are members.
The MageGuild appears the one Rankan idea that has taken off in Sanctuary. While the Sanctuary MageGuild is still quite young and quite small, it does have the backing of the Rankan Empire. It has shown great growth in the last few months, including several young mages with good potential to become powerful one day.
However, the most powerful member yet, Ischade has had a mixed impact on the Guild. While it may make the guild look good to have such a good sorceress, she has paid little attention to the Guild since joining. She also shows how weak the rest of the Guild is when compared to people like Ischade

Once the true rulers of Sanctuary, the Hawkmasks were all but destroyed during the attack on Jubal's estaste and their subsequent hunting by the Stepsons. However, there are rumors of Jubal still being alive, and small groups of Hawkmasks are gathering again, although they are not seen wearing their masks these days. One exception was during their attack on the opening ceremony on the temple of Vashanka, where they kidnapped the intended sacrifice while loosing none of their own members.
Name: Kemren, The Purple Mage

The Purple Mage, as Kemren is called, lives on an island in the White Foal River two days upriver from Sanctuary. However, his magical influence extends to the city. Kemren is a trader in dark magics, and many young mages Sanctuary have trained under him at one time, all sacrificing part of themselves in the process. It is rumored that Kemren could control almost half of the mages in Sanctuary if he tried.
Since the comming of the Bey-sib, Kemren's name is heard much more in when talk turns to finance.

Perhaps the oldest beggar in the world, Hakiem has been telling stories in the Bazaar for over seventy years. In this time he has also heard a large number of stories, and his photographic memory allows him to remember them all. Among these stories are supposedly tales of everyone who is anyone is Sanctuary, and most powerful people fear the knowledge Hakiem might have of them. In addition, over the years Hakiem has become a permanent fixture of Western Sanctuary, where he is loved by the masses. Therefore, although he is just an old beggar, he is respected or feared by most of Sanctuary. In the last year, Hakiem has showed that he is quite capable of keeping up with Sanctuary's newest gossip and secrets. With the increased turmoil, knowlede has become more and more important to those who want to remain in power.
Name: Prince Kadakithus

The Governor of Sanctuary, Prince Kadakithus is the younger half-brother of the Emperor. He was appointed Governor of Sanctuary to get him away from Ranke, where the Emperor was concerned that others might use Kadakithus as a tool of power. Only 21 years old, Kadakithus is lighthearted and optimistic about the future. He hopes to turn Sanctuary into a great city. Most of the people of Sanctuary consider this humorous, and often refer to Kadakithus as "Prince Kitty-kat." However, Kadakithus is still the Emperor's representative in Sanctuary, and thus has control over the City Garrison, the Rankan soldiers, and of course the depleted Hell-Hounds.
After suffering a number of setbacks , including not being able to shut down the street of Red Lanterns, the infighting among the Hell Hounds, capture and mutilation of Tempus, and the attack on the incomplete temple of Savankella, many people began to doubt how strong his hold on Sanctuary was. This led to a new increase in crime, which made the Prince appear even less powerful.
When the Sacred Banders, led by Tempus, have brought down Jubal, the prince tried to fill in the power gap left by the fall of Sanctuary's most powerful figure. However, the attack on the dedication of Vashanka's temple and the raising of Kemren's flag above his palace made the mighty empire of Ranke look powerless to stop a few followers of a deposed crime-lord and a local mage.
The comming of the Bey-sib, and his roumered relationship with the Beysa make the prince appear to be a secondary power in Sanctuary, His decision to build a new palace outside the sity make many people think he is fleeing the city. Many people also wonder how much power Kadakithus exerts over the Sacred Banders in Sanctuary.
Name: Molin Torchholder

Sent to Sanctuary to oversee the building of new temple to the Rankan Gods, Molin is the chief Rankan religious leader in Sanctuary. As a result of this position, Molin has some power over other all of the religions in Sanctuary. He has launched attacks from Ils from the beginning, but he has not converted many of the citizens of Sanctuary over to the Rankan gods.
Molin Torchholder fought hard his see-saw battle with Hazroah for the hearts of Sanctuary. While Torchholder had the power and wealth of Ranke on his side, the attacks on the temples of Savankala and Vashanka have undermined the people's fear of Rankan Gods.
Now that Molin has won the battle with Hazroah dead the the temples of Ils destroyed, he has also lost, for the imediate power of the Bey-sib make the Rankan gods much less powerful in the hearts and minds of Sancturay.

Not much is know about the new young High Flamen of Ils, and supprisingly, not many people care. Marouth faces the task of preaching the word of a god whose temple has been destroyed, and who many people say is dead.
Organization: Mercenaries Guild

A very loosely organized group of fighters, the mercenaries guild is a semi-government sponsored organization. According to Illsigi tradition and Rankan law, all freelance fighters must be registered with a local Mercenaries organization. When Ranke took control of the city, the old Fighters's Union became the new Mercenaries Guild. The Mercenaries Guild serves to give a large number of fighters one united voice in Sanctuary.
To some extent, the Mercenaries Guild has found its fighters having a harder time keeping up in a city filled with mages, priests, and criminals and now Bey-sib. But on the other hand as the prince's anti-crime measures seem to be failing, there has been a greater need for Mercenaries. Molin Torchholder has even hired a number of mercenaries to guard the temples under construction. In addition, many Nobles, especially Ilsigi, have hired extra guards since the Sacred Banders and Bey-sib entered the city.

The Hell-Hounds are the most elite soldiers in the Rankan Empire. At any time there are only 100 Hell-Hounds in the entire empire. Five Hell-Hounds were sent to Sanctuary with Kadakithus: Arman, Bourne, Quag, Razkuli, and Zalbar. Bourne was executed after plotting with one of Kadakithus's concubines to steal the Prince's Royal Scepter. He was replaced with Tempus.
With the arrival of Tempus and his war on the Hawkmasks, the power of the Hell-Hounds temporarily grew. However, it became clear that the Hell Hounds had trouble remaining a cohesive group when they had a member like Tempus. The Hell Hounds continued to fall when Tempus's was captured and then rescued by an adventuring party. Then Tempus apparently killed Razkuli, reducing the number to 4. The Hell Hound's next blow came when Tempus resigned to rejoin the Sacred Banders. Ranke has not yet sent anyone to fill the two vacancies.
With the prince rapidly declining in power, the importance of his bodyguards is even less.
